JVL Consulting, LLC was founded in 2017 as a 100% Women-Owned, small business.  Our mission is to help clients succeed by providing comprehensive training, leadership development, and advisory services that are customized to fit the mission, values, and vision of the organizations we serve. With almost three decades of experience leading teams, facilitating training and advising organizational leadership, we recognize the value of hands-on, experiential training to prepare today’s leaders for the challenges of tomorrow. Certain skills are best learned through example, experience and interaction – that is why we provide live, interactive training and coaching that is tailored to fit the nuances of your organization.

Our Leadership


Jessica VanLeeuwen is the owner, principal trainer, and leadership coach at JVL Consulting, LLC.  After completing a 28+ year career of Federal Service, Jessica retired from the Department of Defense in 2019.  Throughout her career, she has dedicated herself to providing honest, value-added solutions to issues experienced by management and leadership.  During her federal career, she held several senior-level positions, including Deputy General Counsel- Personnel Law at DeCA and Senior Associate General Counsel-Personnel and Ethics at DCMA.  She is a highly respected subject-matter expert in personnel, labor and HR related issues. She has over 28 years’ experience in providing advice on complex and contentious personnel and labor related matters and over 10 years as an Adjunct Professor teaching paralegal studies.  She is a highly sought-after resource to facilitate training and workforce development and is an experienced speaker on topics such as the need for ethical leadership and organizational integrity.

Jessica’s passion for leadership development and training took root through her own experiences as an emerging leader.  Reflecting on the various leadership development opportunities she was fortunate to participate in and those she was called to facilitate, she has developed a more robust, high-energy and interactive series of training programs for supervisors, managers and leaders.

Jessica holds a Bachelor of Arts from the University of Texas, El Paso (BA) and a Juris Doctor from Whittier College, School of Law.  She is also a graduate of the Senior Executive Fellows Program at Harvard University.  She has received numerous awards through her career to include the Civilian Career Service Award (DeCA), Meritorious Civilian Service Award (DCMA) and Exceptional Civilian Service Award (2x) (DCMA).
